REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERIVCES-FIRMS SELECTION). Country: INDIA Name of the Project: Proposed Suburban Corridor Panvel-Vasai-Virar of Central and Western Railway (India). ASSIGNMENT TITLE: Selection of Consultant for Environmental Impact Assessment (EIA) and preparation of Environment Management Plan (EMP) for Panvel-Virar New Suburban Corridor Project Reference No.MRVC/W/PNVL-VASAI ROAD-VR/Consultancy/REOI. The Mumbai Railway Vikas Corporation Ltd. India intends to apply for financing from the World Bank towards the cost of the proposed Suburban Corridor Panvel-Vasai-Virar (70.4 km) of Central & Western Railway (India) and intends to apply part of the proceeds for consulting services. Identification of potential Environmental Impact of project, recommendation with specific measures to avoid/mitigate the impacts, formulation of implementable Environmental Management Plan (EMP) integrating specific measures to avoid the identified impacts along with appropriate monitoring and supervision mechanism, review the project component and identified possible environmental issues to be addressed during planning, design construction and operation of project and recommend suitable institutional mechanism to monitor and supervise effective implementation of EMP. The Mumbai Railway Vikas Corporation Ltd., India now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short listing criteria are: a) Experience of major similar assignment completed/in progress in past 10 years for infrastructure works/projects with preference for experience on Railway Projects. b) Financial status with consultancy turnover of past 5 years c) Availability of appropriate skills among key personnel, team composition etc. d) Response to TOR e) Credentials of the firm. The attention of interested consultants is drawn to paragraph 3.14 of the World Bank’s Procurement Regulation for IPF borrowers, July, 2016 issued by World Bank, setting forth the World bank’s policy on conflict of interest. Consultants may associate with other firms in the form of joint venture or a sub consultancy to enhance their qualifications. A Consultant will be selected in accordance with the QCBS method set out in the World Bank’s Procurement Regulation for IPF Borrowers, July 2016 issued by World Bank.
