                   ABSTRACT 
                       Over  the  last  century  until  now,  human  resource  management  is  practiced  as  a 
                   discipline  in  the  management  of  people  in  an  organization,  which  evolved  and 
                   developed  into  different  areas.  In  various  business  activities,  human  resources  are 
                   considered a valuable asset. The organization cannot operate effectively if there is a 
                   scarcity  or  inefficiency  of  human  resources.  Being  successful  of  any organization 
                   depends  upon  the  effective  use  of  human  resources.  Human  resource  is  one  of  the 
                   main  contribution  forces  for  all  kind  of  organization  in  India.  Because  of  this, 
                   management  of  human  resource,  i.e.  Human  Resource  Management  (HRM)  should 
                   have more important effect in India. Also, in the construction sector there is a lot of 
                   variables  in  human  resources  and  the  human  resources  cannot  be  attended  to  the 
                   industry  in  permanent  form.  Therefore,  it  is  the  need  of  the  hour  to  study  and 
                   understand  the  Human  Resource  Management  (HRM)  in  the  construction  industry. 
                   Through the study of literatures it has been found that there is a lack of fine grained 
                   qualitative and quantitative analysis  in this filed. Due to this lack of  qualitative and 
                   quantitative  research,  there  is  no  good-developed  framework  for  factors  affecting 
                   HRM  in  the  construction  industry.  Thus  this  paper  aims  to  analyses  the  factors 
                   affecting  the  human  resource  management  in  construction  sector.  For  analysis  75 
                   factors were considered and it is divided in 14 Main Criteria as: (a) Job Analysis and 
                   HR  Planning,  (b)  Recruitment  and  Selection,  (c)  Education  and  Training,  (d) 
                   Performance Appraisal, Motivation and Retaining, (e) Compensation and Rewards, (f) 
                   Employment Relations, (g) Health and Safety, (h) Other External Factors. Data will be 
                   collected   by   personal   interviews   targeting   Engineers,   Project   Managers,   HR 
                   Managers and Contractors through questionnaires. All factors affecting the HRM have been 
                   analyzed and the main problems of human resource management in the construction of a

                   sustainable project have been identified. The main methods for improvement have also 
                                                              
                   been discovered and the solutions are listed as recommendations in this paper.

                1 INTRODUCTION 
                Construction  is  an  activity  or  a  process  that  associated  with  building  or  assembling  an 
                infrastructure. Large scale construction is a feat of multi-tasking. In normal case this project 
                job is designed by Design Engineer, Project Architect, construction Engineer and managed by 
                the  Project  Manager,  and  supervised  by  the  Construction  Manager.  For  the  successful 
                completion of any  sustainable development construction project, many aspects must be taken 
                into consideration, inclusive of planning and management, such as human resource, safety and 
                health,  delays  happening  in  construction,  the  architectural  designing  and  engineering, 
                availability of quality material; the clients need, and financial or economic limitations. One of 
                the  aspects  which  is  crucial  in  this  study  is  ‘Human  resource  management’  (HRM)  and 
                ‘Human resources’ (HR) is replaced with the term ‘personnel management’ as a description of 
                the  processes    involved  in  managing  different  people  in  organizations.  In  short,  Human 
                Resource  Management  HRM  means  employment  of  people,  developing  their  capacities, 
                utilizing, maintaining and compensating their services in tune with the job and organizational 
                requirement. 
                   This  analysis will  give  special  importance or  emphasize  and discuss  about  HRM  in  the 
                construction  of  a  sustainable  development  project  as  the  main  factor  for  success  of  the 
                construction project. In addition to this, this will also analyze the factors that influence HRM 
                and find the methods or the ways that enhance and improve it. 
                2. AIM AND OBJECTIVE OF THE STUDY 
                There are two objectives in this study. First is to identify HRM as one of the key aspects in 
                the  success  of  constructing  projects.  And  the  second  is  to  addresses  a  second  objective  in 
                identifying  the  problems  or  issues  of  human  resource  in  the  construction  of  a  sustainable 
                development project and finds the methods to improve it.  
                3. SCOPE OF STUDY 
                The  scope  of  this  research  work  of  development  of  framework  for  human  resource 
                management   considered for the 10- 20 construction sites in the city of Central Pune Region 
                             is
                of India Maharashtra. 
                4. SURVEYWORK AND DATA COLLECTION
                                                                               
                The  prepared  Questionnaire  on  human  resource  management  in  Construction  industry  is 
                distributed to labors as well as all the personnel included in the construction process and their 
                responses  have  been  extracted. Responses  obtained  from  all  the  three  levels  ie, large  scale, 
                medium scale and small scale of construction companies are equally distributed.

                     The  data  will  be  collected  from  20  sites  on  which  the  construction  activities  are  in 
                 development phase, the prepared questionnaire will be distributed and responses will be noted 
                 by their interviews. 
                     Our aim of collecting data is to gather information regarding HRM and human resource 
                 itself  in  construction  site.  The  data  was  collected  by  conducting  using  qualitative  research 
                 which is concerned with testing the theory presented in the objective. 
                     According to the targeted City and Stakeholders, the total no. of available population for 
                 survey  was  85  from  10-20  construction  firms.  Table-1  represents  the  distribution  of  the 
                 sample population among the city considered for the study. The number of construction firms 
                 for  Pune  is  taken  from  the  list  of  registered  contractors  of  Building  Department  of 
                 Maharashtra and from the list from yellow pages

                 The construction industry is being faced many breakdown because of the poor performance of

                function of construction Industry. With rapid changes in technology, workers’ needs, current 
                market, and competitive environment, planning for human resources has become an important 
                and  challenging  task  for  development.  The  construction  industry  characteristics  present  a 
                challenging context for effective management of human resources. The increase in appointing 
                or  use  of  subcontractors  has  allowed  contractors  to  pass  on  the  risk  and  achieve  greater 
                flexibility, it has also made project co-ordination more complex, so more highly skilled and 
                experienced  management  is  required.  Furthermore,  the  fluctuation  in  the  organizations’ 
                workload  cause significant  variations in  firms’  staffing  needs,  both  in terms  of  volume  and 
                professional  skill  profiles.  Hence  for  the sustainable development  of  the  project analysis  of 
                the human resources has become a very significant task. 
                6. CHOICE OF STUDY AREA 
                The  study was  carried out  within  the  city of  Pune,  Maharashtra. Selecting  the location  was 
                based on three main factors:  
                   1)  Pune   is   currently   experiencing  a   high  concentration   of  multi-million  physical 
                development  projects  (PDP)  compared  to  other  cities  both  by  private  developers  and 
                government agencies. 
                   2)  the  current  urban  renewal  projects  that  have  either  been  completed  or  are  under 
                construction have a complete team of various stakeholders that are responsible for analytical 
                causes that was useful to the study and 
                   3)  Most of these projects were being financed by banks and other development partners 
                coupled with the high level of investments in them; the developers are under the pressure of 
                completing the project on time, and within the budget and to the desired quality so as to put 
                the final product in to use immediately to get quick returns to service the loans and therefore 
                time is of great concern to the developers which in turn depends on the performance of human 
                resources involved. 
                7. LITERATURE REVIEW 
                The basic objective of this chapter is to get inside into the previous findings so that it will help 
                to  know  the  gap  in  earlier  studies  and  to  justify  the  research  problem  selected  by  the 
                researcher for the study purpose. The literature is reviewed on human resource management 
                (HRM),  human  resource  development  (HRD)  and  human  resource  practices  (HRP)  and  on 
                RII/development/practices. The prominent areas covered in the present literature of reviewed 
                are studies  related  to  concept,  model,  system, functions,  organizational  culture and  climate, 
                training  and  development,  performance  appraisal,  recruitment  and  selection,  man  power 
                planning, promotion, welfare and fringe, rewards and recognition and other issues on HR and 
                RII practices. Indian and international studies are studied. 
                   D.  Prasanna  Kumar,  A.  Satish,  SS.  Asadi  has  purposely  done  an  experiment  to 
                investigate  the  human  resources  management  in  construction  industry  using  analytical 
                approach. They have performed a questionnaire survey to Analyzed with the AHP Model to 
                make the  decisions and  alternatives  for the problems associated  with the  Human Resources 
                Management. 
                   Singh  Anil  Kumar  in  the  paper,  ‘Philosophy  of  management  and  human  resource 
                management  in   Indian   organization’   has   assessed   various   HRM   practices   in   Indian 
                organization  and  examine  the  relationship  between  HRD  practices  and  the  philosophy  of 
                management.
