FORM WR-39E STATE OF WEST VIRGINIA Electronic Oil and Gas Production Reporting To submit your production electronically an operator must put their information in the following format. The data file is to be a Microsoft Excel file in a fixed column format, using the file format that is listed below. Name the data file production.xls. The file should not have any characters except the numerals 0-9. Submit data files via email to John Kearney, or send files on CD to address below. Upon receipt of the file from the operator, WVDEP Office of Oil and Gas personnel will check that the file meets these specifications. If the file does not meet the specifications, the operator will be contacted to submit corrections. If you decide not to use this method of data entry then you must provide paper copies of your data. Form WR-39 is on our web site or please contact this office and request a blank copy of form WR-39. If you have questions about this format contact John Kearney at 304-926-0499 ex 1534. No letters, spaces, or other punctuation will be accepted. The SIZE column indicates the column width in Microsoft Excel. Do not rename the file. The file should be submitted as PRODUCTION.XLS only. We know who you are from you Operator ID number. If there are any deviations from this format, your file will be returned to you for editing. No production should be indicated with a 0 (zero). A copy of your operator id is in the upper left corner of your mailing label. API: Is an 8 digit numeric value with no decimal places. The first 3 digits correspond to a county code. (e.g. 087 is Roane County) the last five are the permit number (e.g. 04321). In the previous example API NO. would be 08704321. However, since this is a numeric field, the leading zero will be removed by Excel. The final API NO. would be 8704321. Another example: Barbour 00101234 would be 101234. XXX_OIL: Is an 8 digit numeric value with no decimal. It is the measurement of the volume of oil production for that month that is determined through the standard practices of common carriers in the State of West Virginia. The volume of oil shall be same volume on which the royalty interest was determined and shall be acceptable pipeline quality in barrels (42 gallons). No production should be indicated with a 0 (zero). XXX_GAS: Is an 8 digit numeric value with no decimal. Measurement of the gas produced from the well during the month in thousand cubic feet. A cubic foot of gas shall mean the volume of gas contained in one cubic foot at a standard pressure base of 14.73 pounds per square inch absolute, and a standard temperature of 60 degrees Fahrenheit. If more than one well passes through a common meter, then the production should be averaged over the wells feeding that meter. No production should be indicated with a 0 (zero). For further information on the submission of monthly production electronically, contact the West Virginia Office of Oil and Gas, James Martin at 304-926-0499 ex 1654. A month with no production, whether oil or gas, should be indicated with a 0 (zero). If you have a gas well, with no oil production, then each monthly oil record should have 0 indicated. Do not change the column widths on this file, or it will be returned to you for editing.
