ON-THE-JOB-TRAINING (OJT) FAC-C EXPERIENCE ASSESSMENT TOOL |
INSTRUCTIONS, GUIDANCE AND ACRONYMS |
This On-the-Job Training (OJT) FAC-C Experience Assessment tool shall be used by FAC-C applicants to document completion of "Experience" requirements for a given FAC-C level. It was developed to facilitate tracking an individual’s OJT program to each of the 26 Contracting Career Field Technical competencies and 10 Professional Competency Technical Elements. This is not intended as how-to guide or checklist for contracting professionals. Instead, the competencies listed in this OJT FAC-C Experience Assessment tool will help document experience of the contracting workforce and identify the necessary skill base needed to function effectively in contracting. This OJT FAC-C Experience Assessment tool was established to facilitate discussions between the supervisor and employee and ensure a better understanding of the contracting competencies required for today's workforce. It provides supervisors and reviewers a starting point in drafting the knowledge, skills, and abilities required in the Contracting Career Field that employees must learn to gain the competence to perform their jobs at a high level and sustain expertise in the Contracting Career Field. |
It is required that this OJT FAC-C Experience Assessment tool must be uploaded with the employee's FAITAS FAC-C application request in the "Experience" tab as documentation of completion of "Experience" requirements. Concurrence of a FAC-C request indicates that assigned tasks have been completed in accordance with Experience requirements and that the employee has demonstrated an understanding of how to perform those tasks. |
STRUCTURE OF OJT FAC-C Experience Assessment Tool: This OJT FAC-C Experience Assessment tool contains this Instruction, Guidance and Acronym page and the Contracting Competencies and Professional Competencies on the FAC-C Experience Assessment. The employee must complete all competencies. If a competency has not been completed, the employee should indicate "Not Applicable" in the response. |
Once a OJT FAC-C Experience Assessment or IDP is established, as applicable, it is recommended to be reviewed at least semi-annually with the employee, as well as at the end of each fiscal year to assist in the employee's assessment and development. |

Box 6: Enter Reviewer/Supervisor review date of FAC-C Experience Assessment. Update, as necessary, with submission of a higher level FAC-C certification application. Recommend semi-annual reviews. |
Each contracting competency, including the professional competency, lists its associated technical elements. The number of technical elements varies from competency to competency. Each competency has at least one technical element. The professional competency has 10 technical elements. |
If the competency is not applicable or relevant for the employee's immediate job function, the employee should state "N/A" in the "Insert Completion Date or N/A" column. For all applicable competencies, the employee should insert the completion date when the competency was met/completed in the "Insert Completion Date or N/A" column. If the competency has been completed multiple times under different work efforts, the employee should enter the date the task was first completed. |
In the "Explain how task was completed" column, the employee should describe how the task was completed by indicating the relevant solicitation or contract worked or other easy identifiers and be ready to support it with appropriate documentation if asked by the reviewer/supervisor or bureau certification manager. The employee may edit this field accordingly if extra space is needed. When completing the OJT FAC-C Experience Assessment for a higher level FAC-C , the employee may use the date the competency was first completed. It is acceptable for the reviewer/supervisor to ask the employee to indicate the proficiency of the competencies when applying for a higher level FAC-C. |
The reviewer/supervisor must indicate if they concur with the employee on the OJT FAC-C Experience Assessment. Reviewers can be the employee's supervisor, team leader, mentor, and/or other leader in the organization that has reviewed the work products of the employee. It is acceptable to have more than one reviewer for an employee. If the reviewer/supervisor does not concur with the employee's assessment of any of the competencies they should indicate so on the OJT FAC-C Experience Assessment page, discuss with the employee the reasons why the competency has not been met, and provide guidance that will enable the employee to meet the competency in the future. Documentation of non-concurrence need only be returned to the employee to assist in completing the OJT FAC-C Experience Assessment and may be used to aid in assessment and development of the employee. The employee will work to satisfy conditions before sending the OJT FAC-C Experience Assessment forward in FAITAS for review. If not resolved satisfactorily, reviewers/supervisors will nonconcur. Conditional concurrences are not authorized. |
